Restructuring of Social Work Department

  • meeting last week - L Williams, J Stevenson, K Hey, C Grant, E Wishart discussed proposals for action
  • some people would prefer a one day strike with selective action
  • want to involve health and education
  • John Ross will meet with Jim Inch to inform him of potential action
  • many issues at the moment eg council housing sell-off, departments being reorganised - ?council-wide strike
  • Revenues & Benefits on verge of strike
  • not just about SW Dept - about whole council way of working - call centres etc
  • will have major impact on admin and community care
  • "bits that don't fit" - likely PPP
  • AGM called for joint stewards' meeting with housing and education
  • ? arrange special general meeting
  • ? set up broader action committee
  • emergency cover - where is it needed? who provides it?
  • health and social care - ?becoming a not for profit trust
  • people angry and confused - feel it's going to happen anyway
  • members aware of media attitude to SW Dept
  • need to make it clear the department needs us
  • check the SSSC Code of Conduct - employers' responsibilities
  • we need a clear strategy
  • how do we deal with unallocated work? - pass it back to Shrubhill or to councillors?
  • important to get across the need for improved services
  • make it clear we are not against appropriate change
  • ?need a public meeting with members from all departments
  • point out cost of war in Iraq and financial implications for public services
  • use public sympathy for health and education
  • how much do health and EIS members understand? Need time for them to get up to speed
  • what do we want to achieve?
  • we want resources
  • we want council plans to stop or change
  • we want to protect the public and ourselves
  • we want to make a public statement
  • no council decision is irreversible
  • consultation was bogus
  • we want a list of which way which councillors voted
  • members should target councillors and MSPs
  • draft letter to be drawn up - Elaine, Barry and Kirsten
  • have a rally and make it visible - get support from nursery nurses
  • ask Branch Committee to arrange a joint meeting for affected departments

Votes

  • to ballot for a half day strike with rally -unanimous
  • to ballot for passing unallocated work back up - carried all in favour except 2 abstentions
  • to ballot for immediate walk out if members disciplined for refusing to carry out work as instructed - unanimous
  • to request Branch Committee to propose disaffiliation from the Labour Party - unanimous
